Statement on the Locarno Treaties [Berlin, before 1 January 1926] Der Pakt von Locarno ist ein Beweis dafür, dass in den verantwortlichen Regie- rungs-Kreisen in Europa die Einsicht von der Notwendigkeit einer inter-staatlichen Organisation ¢in² Europas durchgedrungen ist.[1] Er beweist auch, dass die traditio- nellen Vorurteile und die durch den Krieg geschaffenen Gefühle bei der Allgemein- heit soweit abgeschwächt sind, dass die Regierungen einen solchen Schritt wagen dürften. Locarno is proof that the responsible governments of Europe have realized the necessity of interstate organization, including all countries of Europe. Locarno also proves that traditional prejudices and war feelings have been weakened or the Gov- ernments of Europe would not have dared to make such an agreement. I hope and believe that eventually the peoples of Europe themselves will be able to appreciate this great step forward and will realize its importance as soon as the beneficial ef- fects are actually felt.
