Writes in regard to AE’s visit to Russia, which he assumes will include Riga. Has heard that the German Baltic Herderinstitut plans to invite AE. Discourages from accepting the invitation as this would be detrimental to German foreign policy. Urges AE to visit Riga nevertheless, where, on his way, he could give talks in Dorpat/Tartu, Reval, and Helsinki. Asks AE to keep the content of the letter confidential.
