The American protective tariff pre- vents furthermore, to a large degree, the importation of European merchan- dise, and the power of Europe to pur- chase goods in the United States is there- by nearly annihilated. It is up to the economic policy of the United States to better these conditions. In connection with these considera- tions I wish to say that I could not consider as immoral a common under- standing among the European States implying non-payment of the war debts to the United States.
