To Carl Heinrich Becker [1] [Berlin,] 12 November 1927 Dear Mr. Minister, Regarding your letter of 10 November 1927,[2] I take the liberty of making the following remarks: As a member of the International Committee on Intellectual Cooperation, I took part in its last meeting, which took place during the last week of July.[3] The reso- lutions passed will all be published by the League of Nations.[4] The committee’s proceedings are confidential, and therefore it is questionable how far members of the committee may make statements regarding the course of the discussions. Therefore I must limit myself to the following general remarks: The committee and in particular its president, Prof. Lorentz,[5] endeavor to limit themselves to a purely communicative function. It works to support international organizations and general international cooperation in the area of scientific work without itself seeking a leading role in these undertakings. In the same way, it in- fluences the institute in Paris.[6] To this end it has exercised pressure whose effect is also visible in its publications. The committee also maintains its complete inde- pendence with regard to the “Union of Academies” and the “Research Council.”[7] With respect to the entrance of the scientific bodies of the former central power into the aforementioned organizations, the president successfully represented the view that it amounts not so much to an incorporation as to an actual cooperation.[8]
