To Georges Oprescu Berlin, 29 May 1926 Recommends to the secretary that Arthur Korn’s attached proposal for an international congress on world synchronization be endorsed by the ICIC. This plan is intended to overcome competition and encourage cooperation among radio communication compa- nies and avoid fragmentation of efforts and resources. In his proposal [82 817] Korn ar- gued that synchronization of telegraphic signals of all kinds, including phototelegraphy, and astronomical comparative data transmission over long distances would benefit from the establishing of a centralized wireless transmission station and urged that national governments intervene so as to bring about an agreement among radio companies.
